“
Climate
policy is not fiscal policy: understanding attitudes
towards climate action”
Several countries
established ambitious climate goals to tackle the climate
emergency. To fulfill these goals, bold climate policies
are needed, upholding the political commitments and
effectively addressing climate change. Given that social
resistance is seen as a deterrent for action, this
research provides a contribution to policy makers wanting
to boost support for climate policies. Relying on
randomized control trials over different design options
within the same climate instrument -- including green
taxes, subsidies and regulations --, we show the
importance of design features, namely relating to funding
options and the overall tax burden. We also show that
individual perceptions on climate change and climate
policies are significantly associated with support,
providing scope for government action also in this front.
Taken together, these factors can be enough to sustain a
supporting majority for all policies considered.
Speakers
Ana Fontoura Gouveia
is an economist
specialized in public policy, with both an academic and
practitioner background. She combines a range of
diversified national, European and international
experiences, going through the challenges of public policy
design, implementation and assessment. Her experience
ranges from academia and technical research to hands-on
executive and advisory roles at the government level.
Ana is currently Head of
Sustainability at the Portuguese Central Bank and a
visiting Assistant Professor at Nova School of Business
and Economics. From January 2023 to March 2024, she was
the Portuguese Secretary of State for Energy and Climate,
and she served as the Principal Economic Advisor at the
Cabinet of the Prime-Minister of Portugal from end-2019 to
end-2022. Prior to that, she worked at Banco de Portugal
(2004-2008; 2018), the European Central Bank (2009-2014)
and at the research offices of the Portuguese Ministry for
the Economy and Ministry of Finance (2015-2018). In those
years, she participated as Portugal's representative in
various international working groups, namely the OECD, the
European Commission and the European System of Central
Banks, and she published several publications on public policies.
João Carvalho
is a specialised
economic analyst and policy consultant dedicated to
evidence-based policy design, with a deep-rooted interest
in climate policy and climate change. His profile is
characterised by a unique combination of rigorous academic
study and high-impact international field practice,
demonstrating expertise in policy assessment and implementation.
He currently leverages
this foundation as a World Bank Consultant, providing
crucial analytical support for a large-scale gender norms
study designed to inform international development
strategies. This role follows significant experience in
executing large-scale quantitative research projects in Mozambique.
João was also
instrumental at NOVAFRICA in Maputo, where he specialised
in the strategic oversight of Randomized Controlled Trials
(RCTs). This included managing complex logistics, leading
field teams, and rigorously ensuring the quality and
integrity of data collected across over 1,800 vendor
surveys. Academically, João holds dual Master's degrees in
Economics and Management both from NOVA SBE.
